CITY OF LITCHFIELD
CITY COUNCIL

The City Council of the City of Litchfield, Illinois does hereby give Notice of a Public Hearing on the tentative Annual Budget for the fiscal year May 1, 2014 through April 30, 2015. The time of the Public Hearing shall be 6:15 p.m. on April 1, 2014 at Litchfield City Hall located at 120 East Ryder Street in Litchfield, IL.

Other Items as Assigned:

1. A motion to re-establish the Litchfield Tree Board as an advisory committee by including the attached proposed Paragraph 92.05 in Chapter 92 (Trees) of the current Code of Ordinances and that the Building and Grounds Alderman Liaison be assigned as the Board’s City Council interface. The Tree Board will be a group of volunteers who advocate for and help make decisions about tree management in the community and provide professional advice on decisions affecting trees including proper planting and care on an annual basis. The Board will contribute to the general welfare of our residents by reducing energy costs, increasing property values, providing home for wildlife, beautifying neighbourhoods and projecting an image of quality to visitors and prospective businesses. 2. A motion to approve an Ordinance declaring a 1993 Ford F-150 vehicle as surplus and to authorize its disposal via electronic auction. The proceeds will be placed in the equipment replacement fund to augment equipment needs not supported by current budgetary allocations. (2nd Reading)
3. A motion to authorize the City Clerk and Mayor to enter into a contract with Payment Service Network, Inc., to set up water and sewer utility monthly bills online for E-payments, E-bills and E-communications.
4. A motion to approve the renewal of health insurance for the City Employees, effective May 1, 2014 to April 30, 2015 with Blue Cross/Blue Shield through Scheller Insurance. The renewal rates are: PPO - $468.42 and HAS - $366.83.
5. A motion to approve the use of the remaining Ward Improvement Funds for the current fiscal year to assist with trash dumpster fees for the Annual Spring Clean-Up campaign and to authorize the City Clerk to cut a check for services for an amount not to exceed $1,600
6. A motion to approve an Ordinance amending the terms of an electric franchise agreement with Ameren Illinois Company d/b/a Ameren Illinois and to authorize the Mayor to sign such agreement.
7. A motion to approve the computer upgrade to Windows 7 with WTI Services for an amount of $15,733.26
8. A motion to approve the 2014 Agreement between the Montgomery County Board and the Litchfield Area Ambulance Service and authorization for the Mayor to sign the Agreement.
9. A motion to authorize the City Administrator to submit a sealed bid within the limits of the outlined budget for the pumper truck on a 1996 LTI 75 foot Quint Fire Apparatus presently located in Vandalia, IL.
10. A motion to approve monthly advertising in Heartland Outdoors at a unit cost of $190 and authorization to sign the 2014-2015 advertising contract.
11. A motion to approve quarterly advertising with American Road Magazine for a unit cost of $1,201.75 for 2014-2015 and authorization to sign the advertising contract.
12. A motion to approve a Resolution for Maintenance of Streets and Highways by Municipality under the Illinois Highway Code.
13. A motion to approve a Municipal Estimate of Maintenance Costs.
14. A motion to approve a MFT Maintenance Engineering Agreement with Crawford, Murphy & Tilly.
15. A motion to approve an Ordinance to amend Ordinance #3298 Ambulance Rates for the City of Litchfield. (2nd Reading)
16. A motion to approve an Ordinance to amend Ordinance #3133 charging for fire calls outside the corporate limits of the City of Litchfield. (2nd Reading)
17. A motion to approve an Ordinance to amend Ordinance #2668 amending charges made by the Litchfield Fire Department for out of town and non resident calls. (2nd Reading)

2. A motion to approve an Ordinance Adopting the Annual Budget for the City of Litchfield for the fiscal year May 1, 2014 to April 30, 2015. (1st Reading)
3. A motion to change the 2014 City Council Meeting dates.
4. A motion to approve an Ordinance creating a Class G Liquor License and to set the number of licenses at five (5) at a fee of $1,000. (1st Reading)
5. A motion to award bids of water treatment chemicals per information provided.
6. A motion to adopt an Ordinance creating a 2-year plan to increase water rates 4% each year to cover maintenance and operational costs. (1st Reading)
7. Discussion with possible motion to postpone sewer rate increases to September, 2014.
8. A motion to waive a second reading to approve an Ordinance, “Year Ending April 30, 2014 Budget Amendments” for the City of Litchfield.
9. A motion to waive a second reading to approve an Ordinance Adopting the Annual Budget for the City of Litchfield for the fiscal year May 1, 2014 to April 30, 2015.

2. A motion to approve A&D Electric’s bid of $16,461.11 for parts to install electric at camping sites in the new equestrian campground.
3. A motion to approve the appointments of: Richard Ward – Term to expire May, 2015; Cheryl Welge – Term to expire May, 2016; Nancy Jones – Term to expire May, 2017; Bill Borklund – Term to expire May, 2018; Henry Eilers – Term to expire May, 2016; Harold Atteberry – Term to expire May, 2017 and Dr. Ross Billiter – Term to expire May, 2018 to the Litchfield Tree Board.
4. A motion to approve an Ordinance to allow the use of jet skis on Saturdays and Sundays before noon and after 3:00 p.m., during “off season” from Labor Day Weekend to Memorial Day Weekend and to maintain the prohibition of jet ski usage during Memorial Day, Labor Day and 4th of July Holidays. (1st Reading)
5. A motion to waive a second reading of an Ordinance to allow the use of jet skis on Saturdays and Sundays before noon and after 3:00 p.m., during “off season” from Labor Day Weekend to Memorial Day Weekend and to maintain the prohibition of jet ski usage during Memorial Day, Labor Day and 4th of July Holidays.
