ADMINISTRATION WOODROW STREET



1. Budget Amendments - A motion to approve an Ordinance, Year Ending April 30, 2014 Budget Amendments for the City of Litchfield.



2. 2014/2015 Budget A motion to approve an Ordinance Adopting the Annual Budget for the City of Litchfield for the fiscal year May 1, 2014 to April 30, 2015.



3. Water Bills On-Line A motion to authorize the City Clerk and Mayor to enter into a contract with Payment Service Network, Inc., to set up water and sewer utility monthly bills online for E-payments, E-bills and E-communications.***



4. Renewal of Health Insurance A motion to approve the renewal of health insurance for the City Employees, effective May 1, 2014 to April 30, 2015 with Blue Cross/Blue Shield through Scheller Insurance. The renewal rates are: PPO - $468.42 and HAS - $366.83.***



5. Spring Clean-Up A motion to approve the use of the remaining Ward Improvement Funds for the current fiscal year to assist with trash dumpster fees for the Annual Spring Clean-Up campaign and to authorize the City Clerk to cut a check for services for an amount not to exceed $1,600.***



6. Ameren Illinois Agreement A motion to approve an Ordinance amending the terms of an electric franchise agreement with Ameren Illinois Company d/b/a Ameren Illinois and to authorize the Mayor to sign such agreement.***



7. Change Date of Meetings Discussion with possible action to change the dates of future City Council Meetings.



8. Upgrade of Computers A motion to approve the computer upgrade to Windows 7 with WTI Services for an amount of $14,539.32***



9. Creation of Class G Liquor License A motion to approve an Ordinance creating a Class G

Liquor License and to set the number of licenses at five (5) at a fee of $1,000.

1. Transfer Funds and to Pay Bills A motion to direct the City Clerk to transfer funds from the City Sales Tax to the Citys General Fund and to issue checks and the authorization to pay the bills. These amounts will be given to the City Council at the April 1, 2014 meeting.***



FIRE & AMBULANCE RAY KELLENBERGER



1. Approve Ambulance Agreement A motion to approve the 2014 Agreement between the Montgomery County Board and the Litchfield Area Ambulance Service and authorization for the Mayor to sign the Agreement.***



2. Bid on Pumper Truck A motion to authorize the City Administrator to submit a sealed bid within the limits of the outlined budget for the pumper truck on a 1996 LTI 75 foot Quint Fire Apparatus presently located in Vandalia, IL.***

1. Advertise Lake Lou Yaeger A motion to approve monthly advertising in Heartland Outdoors at a unit cost of $190 and authorization to sign the 2014-2015 advertising contract.***



2. Advertise Lake Lou Yaeger A motion to approve quarterly advertising with American Road Magazine for a unit cost of $1,201.75 for 2014-2015 and authorization to sign the advertising contract.***

3. MFT Engineering A motion to approve a MFT Maintenance Engineering Agreement with Crawford, Murphy & Tilly.***

1. Approve Chemicals Bid A motion to award bids of water treatment chemicals based on information from the March 20th Bid Opening.



2. Water Rate Increase A motion to adopt an Ordinance creating a 2-year plan to increase water

rates to cover maintenance and operational costs.

1. Sewer Rate Discussion Discussion to postpone sewer rate increases to September, 2014.
