RFP mowing of city owned property

REQUEST FOR PROPOSALS- April 26, 2017





The City of Litchfield is soliciting proposals for maintenance of grass, weeds, and vegetation for various City-owned property around the community such as boulevards, parks, ROWs, areas of Lake Lou Yaeger, and residential/commercial lots privately owned but under violation of the Code Enforcement Office.



Services

Submit proposals identifying three separate areas:

Trim and mow services from April 1- October 31



All City-owned Property - Exhibit A: boulevards, ROW, lots, parks

Lots Exhibit B (cost per lot)

Lake Lou Yaeger Recreational Areas Exhibit C



Frequency

Mow and Trim frequency would vary depending on growth. Generally, every 7-10 days during peak season, and every two weeks during off peak growth season. At no time, should the grass growth exceeds the 8 maximum height allowed by city ordinance. All areas should be mowed prior to Holidays (regardless of height).



Equipment

Contractor agrees to provide all equipment necessary for mowing and trimming, including but not limited to mower(s), weedeaters, fuel, and any and all other necessary equipment for mowing services to be provided to the City of Litchfield.



Contractor agrees to wear all necessary protective gear and equipment, including but not limited to safety glasses and steel toed shoes while performing lawn mowing services for the City of Litchfield.



Pricing

Proposal Pricing shall be separated by Exhibit location and then shall be totaled for number of times expected in the Season. Compliance with all state and federal wage requirements must be met.



Insurance

Services providers shall be bonded and insured providing all documentation to the City. If persons other than the business owner provide the service, proof of workers compensation insurance shall be provided to the City. Upon award of the bid for services a Certificate of Insurance naming the City of Litchfield as additional insured in a sum not less than $1,000,000 shall be provided. The successful contractor shall provide proof of workmens compensation insurance for all employees, and shall maintain the minimum amount of workmens compensation insurance to comply with all state statutes and regulations. Further the undersigned shall hold harmless and indemnify the City of Litchfield from any and all losses, expenses, or damages of any kind or nature, including reasonable attorneys fees, and cost and expenses for any loss, alleged loss, or lawsuit filed arising out of the activities of the undersigned.



Proposals can be submitted in a sealed envelope marked Mowing Maintenance to the City Clerk, City Hall, 120 E. Ryder Street, Litchfield, IL 62056 not later than 12:00 p.m. on Thursday, May 4, 2017. The City has the right to reject any and all bids.
