Minutes of the Regular Meeting July 1, 2008
Mayor Thomas F. Jones called the Regular Meeting to order July 1, 2008 at 7:00 P.M. The Pledge of Allegiance was recited. Present on roll call were Sylvester Jarman, Gary Wise, Harold Ellinger Jr, Pat Timmons, David Rovey, Robert Ostendorf, Gene Cailey and William Dees. Absent: None.
Nikki Bishop, Chamber of Commerce Representative spoke to the Council about researching the rejuvenation of the fountain in Library Park. No action was taken.
BJ Wilkinson, Police Chief presented a Citizen Award to Andy Zumwalt.
Mayor Jones announced the following appointments: Curt Faas - 3 year term to the Library Board, Lynn Lanter - 3 year term to the Library Board, Mike Bates - 3 year term to the Library Board and Jim Powell - 3 year term to the Tourism Advisory Committee. A motion was made by Timmons seconded by Cailey to approve the Mayor's appointments. Motion carried.
A motion was made by Ellinger seconded by Ostendorf to approve the following items on the consent agenda: Minutes of the June 3, 2008 Regular Meeting, the Water Plant Report for June showing 24,254,000 gallons treated with a daily average of 1,277,000 gallons, the Streets and Drainage Report for June, the Police Department Report for June showing fines collected of $12,559.65, 150 citations issued to 117 individuals, $15.00 in dog fines collected, $10.00 in parking fines, 164 Racial Profiling Entries and 71.75 hours worked by the Auxiliary, the Fire Department Report for May showing 9 fires and 47 ambulance calls, the County Ambulance Report showing Accounts Receivable at the end of May of $692,269.86, the City Ambulance Report for June showing receipts of $37,575.81, disbursements of $34,233.02 and an operating income of $3,446.00, the Lake Department June Report, the City Clerk's Report for the month of June 2008 showing Gross Cash Receipts $1,631,814.70, Net Cash Receipts (excluding fund transfers) $1,277,927.20, Net Cash Disbursements (excluding fund transfers & including payroll) $1,217,610.06, June Payrolls $335,976.65 and Water Revenue for June $110,652.78, Crawford, Murphy & Tilly Inc June Report, EMC June Report, a motion to authorize the Mayor and City Clerk to issue warrants totaling $1,571,497.65, a motion to approve the first reading of an Ordinance Supplementing and Amending the Enterprise Zone Intergovernmental Agreement by and among the County of Montgomery, Illinois the Cities of Hillsboro, Litchfield and Coffeen and the Villages of Schram City and Taylor Springs, Illinois which is the Montgomery County Enterprise Zone, a motion to authorize the Mayor and City Clerk to sign the Operational and Maintenance Agreement with the Natural Resources Conservation Service, a motion to authorize Crawford, Murphy & Tilly to inspect 5-mile and Lake Yaeger Dams at a cost not to exceed $3,000.00, a motion to approve the purchase of replacement tracks for the Skid Steer from Bobcat of Springfield for $4,250.00, and a motion to approve pay request #20 for $273,614.14 to Leander Construction Inc. for work on the new Water Treatment Plant. On roll call voting aye were Jarman, Wise, Ellinger, Timmons, Rovey, Ostendorf, Cailey and Dees. Naye: None. Motion carried.
Old Business - Public Service Committee
A motion was made by Timmons seconded by Rovey to approve contracting with Lipe Architecture for construction administration for the downtown streetscape project at a cost not to exceed $19,440.00. Motion carried.
A motion was made by Timmons seconded by Cailey to authorize the hiring of three (3) Firefighters from the current Fire and Police Commissioner's new hire list thereby allowing three current Paramedics to be converted from Paramedic position to the Firefighter/Paramedic position. On roll call voting aye were Wise, Timmons, Cailey and Dees. Naye: Jarman, Ellinger and Rovey. Abstain: Ostendorf. Motion carried.
A motion was made by Timmons seconded by Cailey to approve leasing 3 new police package squad cars via the Illinois Joint Purchasing Bid Contract from Bill Jacobs Joliet LLC Chevrolet and the installation of all associated equipment in these cars via local vendors, from the allocated funds in the City's Equipment Replacement Fund for an annual fee not to exceed $30,000.00 per year. On roll call voting aye were Wise, Ellinger, Timmons, Rovey, Ostendorf, Cailey, Dees and Jarman. Naye: None. Motion carried.
A motion to approve the second reading of Ordinance No. 3221 Supplementing and Amending the Enterprise Zone Intergovernmental Agreement by and among the County of Montgomery, Illinois, the Cities of Hillsboro, Litchfield and Coffeen and the Villages of Schram City and Taylor Springs, Illinois which is the Montgomery County Enterprise Zone. On roll call voting aye were Ellinger, Timmons, Rovey, Ostendorf, Cailey, Dees, Jarman and Wise. Naye: None. Motion carried.
Old Business - Public Works Committee
A motion was made by Jarman seconded by Wise to approve the installation of Novabrick, a self-ventilated masonry veneer on the south face of the Sal's Building not to exceed $10,000.00. On roll call voting aye were Timmons, Cailey, Dees, Jarman, Wise and Ellinger. Naye: Rovey and Ostendorf. Motion carried
A motion was made by Jarman seconded by Wise to approve a time extension for the final completion date from August 7, 2008 to December 9, 2008 for the Litchfield Water Treatment Plant, Pump Station, and Dam Improvements contract between Leander Construction Inc and the City of Litchfield, with a new substantial completion date for the Dam Improvements extended to September 10, 2008 and a new substantial completion date for the balance of the contract extended to October 10, 2008. Motion carried.
New Business - Public Services Committee
A motion was made by Timmons seconded by Ostendorf to authorize the payment in the amount of $13,346.55 to River Bend Contractors Inc as final payment for the Industrial Drive & Illinois Route 16 Contract. Motion carried.
There being no further business a motion was made by Rovey seconded by Ostendorf to adjourn at 7:25 P.M. Motion carried.
