Minutes of the Regular Meeting

October 2, 2007



Mayor Thomas F. Jones called the Regular Meeting to order October 2, 2007 at 7:00 P.M. The Pledge of Allegiance was recited. Present on roll call were Sylvester Jarman, Gary Wise, Harold Ellinger Jr, Pat Timmons, David Rovey, Robert Ostendorf, Gene Cailey and William Dees. Absent: None.



Gary Black spoke to the Council on how a non-emergency ambulance transfer was handled or maybe we should say not handled due to liability reasons.



A motion was made by Timmons seconded by Cailey to approve the following items on the consent agenda: the August 30, 2007 Oversight Meeting Minutes, the September 4, 2007 Regular Meeting Minutes, the Fire Department's September Report, the Lake Department's September Report, the Street and Drainage September Report, the Water Plant September Report showing 19,989,000 gallons treated with a daily average of 1,052,000 gallons, the Police Department's August and September report with September Statistics showing $15,464.47 in fines collected, 218 citations issued to 166 individuals, no dog fines collected, $55.00 in parking fines collected, 294 racial profiling entries, 5 new code cases heard, 156 ordinance notices issued and 151 complied without a hearing and 49.75 hours worked by the Auxiliary, the City Ambulance Report for September showing receipts of $38,046.51, disbursements of $31,301.97 with an operating income of $6,744.54, the County Ambulance Report showing Accounts Receivable at the end of August of $728,973.76, the City Clerk's Report for September showing Gross Cash Receipts $2,877,116.24, Net Cash Receipts (excluding fund transfers) $2,523,036.28, Net Cash Disbursements (excluding fund transfers & including payroll) $2,636,102.74, September Payrolls $316,796.27, and water revenue for September $124,416.58, a motion to authorize the Mayor and City Clerk to issue warrants totaling $2,990,182.70, CMT September Report, EMC September Report, a motion to approve Resolution No. 8-07 for participation in the State of Illinois Federal Surplus Property Program, a motion to approve the first reading of an Ordinance for the placement of Yield Signs at the intersection of Beach Street and Van Buren Street with vehicles traveling on Beach Street yielding to vehicles traveling on Van Buren, a motion to approve the final pay request from the State of Illinois in the amount of $582,936.76 for the work on North State Street and Sallee Avenue, and a motion to approve Pay Request #11 in the amount of $719,974.51 to Leander Construction Inc for work on the new Water Treatment Plant. On roll call voting aye were Jarman, Wise, Ellinger, Timmons, Rovey, Ostendorf, Cailey and Dees. Naye: None. Motion carried.



Old Business: Public Works Committee



City Administrator Andy Ritchie updated the Council on the Grade Separation Study prepared by Crawford Murphy & Tilly Inc. Andy will come back to Council in December 2007 with a recommendation after he talks to the Burlington Northern Railroad.

A motion was made by Cailey seconded by Dees to table until the November meeting the reading of an Ordinance Restricting the Use of Raw Water from Lakes owned by the City of Litchfield. On roll call voting aye were Wise, Ellinger, Timmons, Rovey, Ostendorf, Cailey, Dees and Jarman. Naye: None. Motion carried



Old Business: Public Services Committee



A motion was made by Timmons seconded by Cailey to approve the second reading of Ordinance No. 3196 for the Placement of Yield Signs at the intersection of Beach Street and Van Buren Street with vehicles traveling on Beach Street yielding to vehicles traveling on Van Buren Street. On roll call voting aye were Ellinger, Timmons, Rovey, Ostendorf, Cailey, Dees, Jarman and Wise. Naye: None. Motion carried.



There being no further business a motion was made by Ellinger seconded by Dees to adjourn at 7:50 P.M. Motion carried.
