Tom Jones was born in Litchfield, Illinois. In the 8th grade, Tom moved to East Alton/Woodriver, where he graduated in 1962. Tom attended SIU Alton and Edwardsville. He married Nancy E. Morgan on 1965 and moved back to Litchfield where he has resided ever since.

Tom was employed in various positions in the accounting departments of Allis-Chalmers, later to become Fiatt-Allis. He worked in cost/accounting, expense distribution, invoice auditing, hourly payroll, budgeting and ended as manager of invoice auditing and accounts payable. After the closing of Fiatt-Allis, Tom attended jewelry school and opened Park Place Jewelry and has remained there for the past 17 years.

Tom is a Vietnam Veteran and Bronze Star Recipient. A lifetime member of the VFW, American Legion member, member of the Loyal Order of the Moose and past president of the Litchfield Chamber of Commerce. Tom has helped with many civic events, such as the local parades, the Wall of Tears/Traveling Vietnam Wall, Party in the Park and the Christmas Walk.

Tom was Alderman of Litchfield from 1998 to 2002. During his tenure, Tom was instrumental in implementing the 1/2 cent sales tax to support the building of the new wastewater treatment plant and infrastructure and the future building of the water treatment plant. The annexation of property into the City, 7 year equipment replacement plan and moving to a city administrator/mayor/city council form of government.

Tom became Mayor of Litchfield in 2004. Some items that have occurred thus far is the forward movement of the building of the water treatment plant, bidding of the city's banking services, 2 year budget plan and the continuation of a quality public service philosophy for city employees.
