PUBLIC HEARING NOTICE



The City of Litchfield will hold a public hearing on November 16, 2017 at 6:15 p.m. at the Litchfield City Hall to provide interested parties an opportunity to express their views on the proposed federal funded Community Development Block Grant (CDBG) project. Persons with disabilities or non-English speaking persons who wish to attend the public hearing and need assistance should contact Lisa Montgomery, 120 East Ryder Street, Litchfield, IL 62056, (217) 324-8151 no later than November 15, 2017. Every effort will be made to make reasonable accommodations for these persons.



On or about December 15, 2017, City of Litchfield intends to apply to the Illinois Department of Commerce and Economic Opportunity for a grant from the State CDBG program. This program is funded by Title 1 of the federal Housing and Community Development Act of 1974, as amended. These funds are to be used for a community development project that will include the following activities: improve storm sewer, ditches and culverts to prevent flooding in yards and basements resulting from heavy rains. The total amount of CDBG funds to be requested is $500,000. The amount of CDBG funds proposed to be used for activities that will benefit low-to-moderate income persons is $473,700. The City of Litchfield also proposes to expend $130,250 in non-CDBG funds on the project. These non-CDBG funds will be derived from the following sources: City of Litchfield’s Sewer Fund.



Information related to this project will be available for review prior to the public hearing as of November 15, 2017 at the office of Heneghan & Associates, P.C., 1004 State Highway 16, Jerseyville, IL 62052 between the hours of 9:00a.m. and 4:00p.m. Interested citizens are invited to provide comments regarding these issues either at the public hearing or by prior written statement. Written comments should be submitted to Emily Fortschneider, Heneghan & Associates, P.C., 1004 State Highway 16, Jerseyville, IL 62052 no later than November 15, 2017 in order to ensure placement of such comments in the official record of the public hearing proceedings. A plan to minimize displacement and provide assistance to those displaced has been prepared by City of Litchfield and is also available to the public. This project will result in no displacement of any persons or businesses. 1. Administration – Woodrow Street - A motion to approve the Insurance Renewals for December 1, 2017 to December 1, 2018 from ICRMT for commercial general liability, fleet, umbrella, various professional liabilities and workers compensation coverages and inland marine overview that renews January 1, 2018, as presented by the City’s Risk Assessment Manager Tom Franzen, and authorize the Mayor to sign the renewals and the City Clerk to cut a check. (Tom Franzen to provide amounts at the Thursday evening meeting.)



2. Administration – Woodrow Street – A motion to approve the 2018 regular meeting dates of the City Council of the City of Litchfield, Montgomery County, Illinois.



3. Streets – Jake Prange – A motion to approve submittal of the Illinois Department of Commerce and Economic Opportunity Community Development Block Grant for the South Side Ditch along with the low to moderate summary, minority benefit/affirmative housing statement/resolution of support and commitment of local funds, local government certification, recipient disclosure certification and authorize the Mayor and City Clerk to sign the agreements.



4. Streets – Jake Prange A motion to approve the purchase of a utility pipe locator from Mid America Technology Inc. for $5,240.00 and authorize the City Clerk to cut a check upon satisfactory delivery.



5. Building/Planning/Zoning – Ray Kellenberger – A motion to direct the City Attorney to begin the condemnation and demolition process for a residential structure located at 614 N. Monroe St.



6. Police – Tim Wright – A motion to approve an Ordinance declaring the current canine “Arie” as surplus and approving an agreement with the donation of the canine to his handler, Officer Shane Grammer, and authority for the Mayor to sign the documents.



7. Lake – Dave Hollo - A motion to authorize the purchase and installation of a 6-foot-tall black vinyl coated chain link fence with plastic slat inserts, including a gate, for the parking lot west of the Lake Maintenance Shed from Anthony Supply Company, Inc. for an amount not to exceed $9,855.32 and authorize the City Clerk to cut a check.



8. Lake – Dave Hollo - A motion to authorize the purchase of 369, 18” x 12” custom made signs for marking each lakefront camping lot to enable easier identification by first responders from Econo Signs for an amount not to exceed $10,087.10 and authorize the City Clerk to cut a check.



9. Lake – Dave Hollo- A motion to authorize the conversion of four Bi-Centennial RV Campsites (BC2, BC4, BC22, and BC24) from Daily Rental Sites to Annual Rental Sites.



Executive Session



A Motion to Enter into Executive Session, as allowed under the Illinois Open Meetings Act, as found in Chapter 5 of the Illinois Compiled Statutes, Section 120, to address these certain and restricted items:



1. “The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body…” (5ILCS 120/2(2)(C)(1).



2 “Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting.” (5ILCS 120/2(2)(C)(11)
