Minutes of the Regular Meeting
July 6, 2004

Mayor John L. Dunkirk called the Regular Meeting to order July 6, 2004 at 7:00 P.M. Present on roll call were Bob Bertolis, Greg Beiermann, Fred Jones, Harold Lankutis, William Cornman, Gene Cailey and William Dees. Absent: David Schwab.

A motion was made by Jones seconded by Lankutis to approve the following items on the consent agenda: Minutes of the June 10, 2004 Regular Meeting, Minutes of the June 14, 2004 Adjourned Meeting, the Fire Department Report for June showing 8 full alarms, 15 still alarms, 2 rescue calls & 127 ambulance calls, the Water Plant June Report showing 27,093,000 gallons treated with a daily average of 1,084,000 gallons, the Police Department June Report showing $6,274.76 in fines collected, 156 citations issued to 115 individuals, 35 accidents handled, 61.25 hours worked by the Auxiliary, 4 dogs picked up, $80.00 in parking fines paid, 2790 incident calls received with 106 reports completed, 125 written warning tickets issued, 2 verbal warnings issued, 169 racial profiling Web entries and 18 Ordinance violation notices issued, the Building Inspector’s June Report showing 17 permits issued with a BOCA Value of $231,172.92 and fees collected of $805.00, the County Ambulance show receivables at the end of May 2004 of $314,492.68 and receivables at the end of April 2004 of $301,947.96, the City Ambulance Report for June showing receipts of $13,163.54, disbursements of $27,844.87 with an Operating Loss of $14,681.33, the City Clerk’s Report for June showing Gross Cash Receipts of $948,426.48, Net Cash Receipts (excluding fund transfers) of $624,297.57, Net Cash Disbursements (excluding fund transfers & including payroll) $997,282.35, June Payrolls $243,891.12 and Water Revenue for June of $88,115.67, a motion to authorize the Mayor and City Clerk to issue warrants totaling $1,321,411.26, the Litchfield Carnegie Public Library for the Fiscal year ending April 30, 2004, approve Fire Protection Applications from Mark Young, Chris Abel, Tom Franzen, Jim DeClue and State Highway Construction Corp, a motion to approve the second reading of Ordinance #3061 an Ethics Ordinance, a motion to approve the second reading of proposed Ordinance #3062 annexing Alma Johnson and the Edgewood Cemetery, a motion to approve the second reading of proposed Ordinance #3063 establishing a "No Parking" designation on the south side of Edwards Street in front of the Fire Station from the east side of Monroe 100’ east using the painted red curb, a motion to approve a bid from Steve Schmitt-Brubaker for the purchase of a 2005 Chevy Impala Police Car in the amount of $20,781 including the trade-in of a 1998 Crown Victoria, a motion to approve a bid from Steve Schmitt-Brubaker for the purchase of a 2004 Chevy S-10 4 dr Blazer in the amount of $17,755.00 including the trade-in of a 1993 Crown Victoria, a motion to approve the first reading of an Ordinance annexing James Reuther, a motion to approve the first reading of an Ordinance annexing Dennis Dever and H.E. Nelson, a motion to grant an Easement to Illinois Power on lots 51 and 52 of Island View Addition, a motion to amend Section 2-193 of the Municipal Code to allow up to nine members to serve on the Tourism Advisory Committee, a motion to approve the bid from Wayne Davis Backhoe and Trucking in the amount of $33,822.75 less a change order in the amount of $4,800.00 for the Beeler Street Storm Sewer Improvement, a motion to approve the first reading of an Ordinance adopting the 2003 International Building Code, a motion to approve the first reading of an Ordinance adopting the 2003 International Residential Building Code, a motion to approve the first reading of an Ordinance adopting the 2003 International Mechanical Code, a motion to approve the first reading of an Ordinance adopting the 2003 Existing Building Code, a motion to approve the first reading of an Ordinance adopting the Illinois Plumbing Code, a motion to approve the first reading of an Ordinance adopting the National Electric Code and a motion to approve a payment of $861.63 for the 2001 taxes due on 503 W. Sargent. On roll call voting aye were Bertolis, Beiermann, Jones, Lankutis, Cornman, Cailey and Dees. Naye: None. Absent: Schwab. Motion carried.

Cornman Oversight Committee:

The committee recommends that we accept the Economic Development Commission’s recommendation to approve the Revolving Loan Fund application from Worksaver in the amount of $175,000.00 contingent upon them getting the Prime Sites Grant from DCEO and the local financial loan. On roll call voting aye were Beiermann, Jones, Lankutis, Cornman, Cailey, Dees and Bertolis. Naye: None. Absent: Schwab. Motion carried.

The committee recommends that approve the first reading of an Ordinance permitting the use of sidewalks in the downtown area. On roll call voting aye were Jones, Lankutis, Cornman, Cailey, Dees, Bertolis and Beiermann. Naye: None. Absent: Schwab. Motion carried.

Lankutis Oversight Committee:

The committee recommends that we approve a change order on the Police Renovation project. After a discussion with the City Attorney on a new law that passed July 1, 2004 the motion was withdrawn.

A motion was made by Lankutis seconded by Dees to rebid all items on the proposed project changes. On roll call voting aye were Lankutis, Cornman, Cailey, Dees, Bertolis, Beiermann and Jones. Naye: None. Absent: Schwab. Motion carried.

The committee recommends that we accept the engineer’s recommendation to designate the office and laboratory area of the new water plant as public assembly and to meet ADA requirements. The Aldermen, City Attorney and CMT did not like the wording of the motion so a motion was made by Dees seconded by Lankutis to table the motion until next meeting for further review. On roll call voting aye were Lankutis, Cornman, Cailey, Dees, Bertolis, Beiermann and Jones. Naye: None. Absent: Schwab. Motion carried.

There being no further business a motion was made by Bertolis seconded by Lankutis to adjourn at 7:43 P.M. Motion carried.
