Mayor John L. Dunkirk called the Adjourned Special Meeting to order March 23, 2004 at 6:00 P.M. Present on roll call were Bob Bertolis, Greg Beiermann, Fred Jones, David Schwab, Harold Lankutis, William Cornman, Gene Cailey and William Dees. Absent: None.

City Administrator Bob Knabel and Budget Officer Levi Suhrenbrock completed the fine-tuning of the 2004-2005 Budget.

A motion was made by Jones seconded by Bertolis to approve Resolution #7-04 regarding financial policies relating to Fund Balances for the City of Litchfield. On roll call voting aye were Bertolis, Beiermann, Jones, Schwab, Lankutis, Cornman, Cailey and Dees. Naye: None. Motion carried.

A motion was made by Lankutis seconded by Jones to approve Resolution #8-04 regarding financial policies relating to contingencies for the City of Litchfield. On roll call voting aye were Beiermann, Jones, Schwab, Lankutis, Cornman, Cailey, Dees and Bertolis. Naye: None. Motion carried.

A motion was made by Bertolis seconded by Cornman to approve Resolution #9-04 regarding financial policies relating to Water rate structure for the City of Litchfield. On roll call voting aye were Jones, Schwab, Lankutis, Cornman, Cailey, Dees, Bertolis and Beiermann. Naye: None. Motion carried.

A motion was made by Bertolis seconded by Cornman to amend the residency requirement providing for a hiring preference for local residents and when not comparable allowing the waiver of residency. City Attorney Hantla will draft an Ordinance for the meeting. On roll call voting aye were Lankutis, Cornman, Cailey, Bertolis and Jones. Naye: Schwab, Dees and Beiermann. Motion carried.

A motion was made by Beiermann seconded by Lankutis to approve a payment of $6,000.00 of Ward Improvement Funds to the Litchfield Volunteer Fire Department for a thermal imaging camera. On roll call voting aye were Lankutis, Cornman, Cailey, Dees, Bertolis, Beiermann, Jones and Schwab. Naye: None. Motion carried.

There being no further business a motion was made by Jones seconded by Schwab to adjourn at 7:55 P.M. Motion carried.
