A. A motion to adopt an Ordinance approving the revised covenants for the Route 66 Industrial Park and authorization to record covenants and revised final plats. (2nd Reading, Council Letter and Ordinance distributed at the January 10 meeting).

B. A motion to adopt an Ordinance allowing non-residency for part-time employees. (2nd Reading, Council Letter and Ordinance distributed at the January 10 meeting).

C. A motion to authorize the purchase of (4) TS-2 Moving Radar Units in the amount of $1,045 each, for a total of $4,180 and to direct the City Clerk to issue a check to Municipal Electronics.

D. A motion to adopt amendments to Litchfield Sign Ordinance Number 2944 (First Reading).

E. A motion to adopt an amendment to Zoning Ordinance Number 2831 (First Reading).

F. A motion to authorize the Bank and Trust Company to secure bids for planting of crops on vacant land in the Route 66 Industrial Park.

G. A motion to direct the City Administrator to file a Complaint for Review of Property Taxes in the Route 66 Industrial Park and/or exemption.

H. A motion to authorize the purchase of a high-density filing system from Connor Business System at a cost of $7,900.

I. A motion to adopt an Ordinance authorizing the sale of equipment (First Reading).

J. A motion to develop specifications for the bidding on a vehicle for the Wastewater Treatment Plant.

K. A motion to pass an Ordinance increasing rates for various users at Lake Lou Yaeger (First Reading).

Public Service Oversight Committee Report and Recommended Action

A. A motion to purchase a new "Demo" KME fire truck from Mac’s Fire and Safety for $185,000.

B. A motion to adopt an Ordinance to grant a Special Use Permit to Latter Rain Ministries for property located at 1209 S. McKinley (First Reading).

C. A motion to accept a proposal for a 2002 Housing Rehabilitation Program and if a civic group cannot complete the required housing survey, then the City will hire personnel to complete the survey.

D. A motion to accept the quote of Health Alliance for employee health insurance through February 28, 2003.

E. A motion to offer financial assistance to the Niccol Condominium Development Project for the installation of a street in accordance with the City’s Subdivision Ordinance, not to exceed $75,000, contingent upon the execution of a Pre-annexation Agreement.

Public Works Oversight Committee Report and Recommended Action

A. A motion to accept Change Order Number 5 for Wastewater Facility Construction in the amount of $2,360.94.

B. A motion to purchase 8 single loop bike racks, for $400.00, with monies coming out of Ward 2 and 3 Improvement Funds, to be placed in various locations in the downtown area.

C. A motion to pass an ordinance increasing water rates for all customers by 3%. (First Reading)

D. A motion to retain the services of Crawford, Murphy and Tilly to conduct a planning report for the replacement of the Water Treatment Plant, not to exceed $34,000.
