A. A motion to adopt an Ordinance amending Ordinance #2945 "Establishing and Imposing a Hotel Operator’s Tax.". (2nd Reading, Council Letter and Ordinance were distributed at the December 6 meeting.)

B. A motion to adopt an Ordinance amending the City Code to allow the Hearing Officer the authority to impose public service. (2nd Reading, Council Letter and Ordinance were distributed at the December 6 meeting.)

C. A motion to adopt an Ordinance to create a 4-way stop at Ferdon and Litchfield Plaza Drive (1st Reading.)

D. A motion to adopt an Ordinance Approving the Revised Covenants for the Route 66 Industrial Park and Authorization to Record Covenants and Revised Final Plats. (1st Reading.)

E. A motion to renew tourism radio advertising for the first quarter of 2002 calendar year at $129.00 per week (1/4 program schedule.)

F. A motion to adopt a Resolution amending the "Sick Leave Bank" and adding an "Employee Discipline and Appeals Process" to the Personnel Manual.

G. A motion to adopt a Resolution related to the ICMA-RC 457 Deferred Compensation Plan for the employees of the City of Litchfield.

H. A motion to adjourn the January 10th Council meeting to January 17th to discuss the Strategic Plan and to hear a presentation from EMC on the CSO Program.

I. A motion to accept Pay Request #17 from Korte-Luitjohan in the amount of $176,735.00 for the Wastewater Facility Construction and Change Order Number 4 in the amount of $9,967.93 with a 58-day extension to the contract.

J. A motion to authorize CMT to complete the Preliminary Design Report on a proposed Water Plant and to make a pre-application to the IEPA for a low-interest loan for the plant construction.

K. A motion to approve a pay request to HCS Lynch in the amount of $2,562.00 for South Chestnut Street Water Line.

L. A motion to install 2 wooden light poles at both entrances to Route 66 Industrial Park.

Public Service Oversight Committee Report and Recommended Action

A. A motion to adopt an Ordinance for the Part-Time Secretary position to expand residency boundaries. (1st Reading) The staff is also authorized increase salary for the position, not to exceed $8.50 per hour.

Public Works Oversight Committee Report and Recommended Action

A. A motion to award the bid for the installation of the HVAC in City Hall to Culbertson Heating and Cooling in the amount of $66,998.00.

B. A motion to begin the renovation of City Hall and the Police Station in a 3-phased approach.

C. A motion to increase the retainage fee of Korte-Luitjohan on all pay requests and change orders from 5% to 10%, effective January 31, 2002 in regard to work completed at the Wastewater Treatment Plant.

D. A motion to authorize the City Administrator to contact Ed Lowe of E.L. Consulting and gather information on a contract to make an application and to do administrative work and inspection of homes in the event the City receives a CDAP grant.

E. A motion to conduct a housing assessment and needs study, estimated at $1500, so as to participate in a Community Housing Development Organization’s first-time home buyer program.

F. A motion to have the Mayor, Alderman Gene Cailey and the City Administrator meet and relay back to the Council some ideas and cost estimates about the possible uses of the "New Reservoir".
