Mayor John L. Dunkirk Jr. called the Special Meeting to order July 29, 2002 at 6:00 P.M. City Clerk Marilyn Hartke read the Notice of Special Meeting. Present on roll call were Robert Reid, Bob Bertolis, David Schwab, Fred Jones, Wayne Bishop, Harold Lankutis, Thomas Jones and Gene Cailey. Absent: None

A motion was made by Reid seconded by Bertolis to approve the Tourism Program request to produce a Bluegrass Event co-sponsored with the Bluegrass Valley Music Association on October 26, 2002 at 7:00 PM in the Lincoln Land Community College Arts & Technology Center Auditorium. Motion carried.

A motion was made by Bertolis seconded by Lankutis to authorize a change order in the Korte Luitjohan contract to repair the floating cover of the waste water plant digester in the amount of $16,065.50. On roll call voting aye were Reid, Bertolis, Schwab, F. Jones, Bishop, Lankutis, T. Jones and Cailey. Naye: None Motion carried.

A motion was made by F. Jones seconded by T. Jones to go into Executive Session at 6:12 P.M. to discuss pending or possible litigation. On roll call voting aye were Bertolis, Schwab, F. Jones, Bishop, Lankutis, T. Jones, Cailey and Reid. Naye: None Motion carried.

A motion was made by F. Jones seconded by Schwab to go back into Regular Session at 7:15 P.M. On roll call voting aye were Schwab, F. Jones, Bishop, Lankutis, T. Jones, Cailey, Reid and Bertolis. Naye: None Motion carried.

A motion was made by Reid seconded by T. Jones to retain the services of Jim Baker of Springfield, Il at $150.00 per hour for legal services on the State Street Project. On roll call voting aye were F. Jones, Bishop, Lankutis, T. Jones, Cailey, Reid, Bertolis and Schwab. Naye: None Motion carried.

A motion was made by Schwab seconded by T. Jones to adjourn at 7:20 P.M. Motion carried.
