MINUTES OF
THE ADJOURNED SPECIAL MEETING - APRIL 11, 2002
Mayor John L. Dunkirk Jr.
called the Adjourned Special Meeting to order April 11,
2002 at 6:30 P.M.. Present on roll call were Robert
Reid, Bob Bertolis, David Schwab, Fred Jones, Wayne
Bishop, Harold Lankutis, Thomas Jones and Gene Cailey.
Absent: None

Officer discussed with the aldermen the 2002-2003 Annual
Budget. After discussing same a motion was made by Reid
seconded by F. Jones to approve the second reading of
proposed Ordinance No. 2977 adopting the 2002-2003
Annual Budget. On roll call voting aye were Reid,
Bertolis, Schwab, F. Jones, Bishop, Lankutis and Cailey.
Naye: T. Jones Motion carried.
A motion was made by F.
Jones seconded by Lankutis to award the purchase of
computer software for the City Clerk's Office to Civic
Systems, Madison Wisconsin in the amount of $46,000.00
and annual support of $6,000.00 and authorize the Mayor
to sign the Agreement and the City Clerk to issue the
deposit check for $23,000.00. On roll call voting aye
were Bertolis, Schwab, F. Jones, Bishop, Lankutis, T.
Jones, Cailey and Reid. Naye: None Motion carried.
A motion was made by F
Jones seconded by Bishop to award the purchase of
computer hardware for the City Clerk's Office to PSO,
Springfield, Il in the amount of $11,763.99. On roll
call voting aye were Schwab, F Jones, Bishop, Lankutis,
T. Jones, Cailey, Reid and Bertolis. Naye: None Motion
carried.
A motion was made by Reid
to adopt a Resolution establishing salaries for
non-bargaining personnel but died for lack of a second.
A motion was made by F.
Jones second by Bertolis to go into Executive Session at
6:40 P.M. to discuss personnel. On roll call voting aye
were F. Jones, Bishop, Lankutis, T Jones, Cailey, Reid,
Bertolis and Schwab. Naye: None Motion carried.
A motion was made by F.
Jones seconded by Lankutis to go back into Regular
Session at 7:45 P.M. On roll call voting aye were
Bishop, Lankutis, T. Jones, Cailey, Reid, Bertolis,
Schwab and F. Jones. Naye: None Motion carried.
A motion was made by F.
Jones seconded by T. Jones to change the positions of
Community Development Coordinator and Building Inspector
be changed from full time to part-time (20 hours per
week) with no benefits. On roll call voting aye were
Lankutis, T. Jones, Cailey, Bertolis, Schwab, F. Jones
and Bishop. Naye: Reid Motion carried.
A motion was made by T.
Jones seconded by Cailey to approve a 3% salary increase
to non-bargaining personnel. On roll call voting aye
were T. Jones, Cailey, Bertolis, Schwab, F. Jones,
Bishop and Lankutis. Naye: Reid Motion carried.
A motion was made by F.
Jones seconded by Bertolis to approve proposed
Resolution No 6-02 with the changes voted on in the last
two motions. On roll call voting aye were Cailey,
Bertolis, Schwab, F. Jones, Bishop, Lankutis & T.
Jones. Naye: Reid Motion carried.
A motion was made by T.
Jones seconded by Bertolis to adjourn at 7:50 P.M.
Motion carried.
