MINUTES OF THE ADJOURNED SPECIAL MEETING - MARCH 26, 2002

Mayor John L. Dunkirk Jr. called the Adjourned Special Meeting to order March 26, 2002 at 6:30 P.M.. Present on roll call were Robert Reid, Bob Bertolis, David Schwab, Fred Jones, Wayne Bishop, Harold Lankutis and Gene Cailey. Absent: Thomas Jones

Alderman Thomas Jones entered the meeting at 6:34 P.M.

City Administrator Bob Knabel led a lengthy discussion on the new 1/2 of 1% Sales Tax the City will soon begin receiving and how it will be disbursed. A motion was made by Reid seconded by Bertolis to approve the new Sales Tax to be used as follows: $361,100.00 for the sewer loan repayment, $43,000.00 to fund the CSO program, $99,500.00 to the Equipment Reserve Fund, $200,00.00 for Street Construction, $25,000.00 for curbing on Jackson Street, $25,000.00 for culverts for drainage projects and the balance for sidewalk improvements. On roll call voting aye were Reid, Bertolis, Schwab, F Jones, Bishop and Cailey. Naye: Lankutis and T. Jones Motion carried.

A discussion was held concerning a proposed 7 year Capital Equipment Plan and the establishment of an equipment reserve fund. After a lengthy discussion a committee consisting of Budget Officer David Suhrenbrock, Alderman Thomas Jones, Alderman David Schwab, City Clerk Marilyn Hartke, Mayor John Dunkirk and City Administrator Bob Knabel will meet, discuss same & present the figures to Council for their approval at a Special Meeting to be held April 9, 2002.

The establishment of a Department of Public Works as well as a director of same was discussed. A motion was made by F. Jones seconded by T. Jones not to establish a Public works Department nor hire a director. On roll call voting aye were Bertolis, Schwab, F. Jones, Bishop, Lankutis, T Jones, Cailey and Reid. Motion carried.

The City's participation in the Illinois Municipal Retirement Fund was discussed . A motion was made by Bertolis seconded by Schwab not to join IMRF and to leave the pension as they currently are with the Union Contract. On roll call voting aye were Schwab, F. Jones, Bishop, Lankutis, T. Jones, Cailey and Bertolis. Naye: Reid Motion carried.

City Administrator Bob Knabel discussed with the Council his deficit reduction plan for the 2003-2004 Budget Year.

There being no further business a motion was made by Reid seconded by F. Jones to adjourn at 9:36 P.M. Motion carried.
